Once my business is up and running, I'm going to need to have at least some measure of liquidity, just so I have enough flexibility to survive and expand.

When will I know that I'm ready to start selling stock?
How am I going to set the price?
Is this something that the stock broker will do?

It sounds like you are getting ahead of yourself. You will need to be in business for several years, and it helps to have a proven record of profitability. And generally, your business should have a significant revenue stream. $25 M per year is probably too small to go public. $100 M is probably closer to the minimum, but I don't really know the answer to that one.

Stock Broker = Public Stock Offering. You may really be needing an investor, which is a non-public selling of stock. You can probably find an investor for any stage of your business, even start-up.
