    There are normally 3 factors to determine the size of the business:
    1) No. of employees
    2) Annual turnover (revenue or sales)
    3) Capital employed (paid up capital in accounting term)

    The regulations are different depends on which country you reside. For example: in my home country, capital amount which is less than 2.5m will be considered as SME.
