    I work with a local cleaning company who has relied 100% on website / facebook and word of mouth through those connections and they are doing very well.
    Perhaps allocate a small budget to facebook paid advertising (can do as low as $2 / day!!)

    You should definitely define your target group and see who your audience is. With that in mind, you should decide where and how are you going to promote. Are your audience women, housewives or employed women, students, men? Who is online and who isn't? Are they on Facebook or on Twitter? You need to have a strategy in order to reach your goals.
