I know someone who has a secret alixir that he says helps grow hair. He wants to paten it but he told me recently that he found out that he would have to list EVERY SINGLE ingredient when filing...is this true?

But, a hair tonic would also involve FDA approval, and even then you have to list some though not all ingredients and not percentages used in your formula.
